Actually, the GCR requires that after a BFA (or any other restart situation) the cars be released in the order they were in at the end of the last completed lap. See GCR 6.8. (The other choice is to go back to the original starting grid under certain conditions.)

The "order they were in the last completed lap" would/could include lap cars in the mix of that order, any sorting of that would actually change that said order.
 
There's the danger of not actually quoting the rule in question. It says: B. Restart the cars single file in the physical order they crossed the
control line on the last completely scored lap. So, you concern is taken care of because the rule says physical order. Nothing is changed.

P&Q first laps require you to give/provide racing room for passing cars. It's been years since the passing car held full responsibility for a clean pass. Both parties are responsible. Going from track edge to track edge is foolish at best. Makes me wish my Honda was my 350 4x4 at times.
