Honestly, mostly just toe plates and camber gauge in addition to standard hand tools.

I interpret the rule to say that the links that geometrically locate the upright have to attach to the chassis in the stock location. In the case of the TR7/8 and other "classic McPherson strut" cars (like my old Mk1 Fiesta etc, mostly older European Fords) the sway bar is one of those links...

Those are measuring on the outside of the wheel rim, and presumably have a built in thickness assumption, as the actual dimension is to the inside of the bead seat at some hard to define point. I'd assume that they would get you to the nearest half inch - probably. Which in practical terms is...
