I am trying to learn how you could get the comp. board to consider allowing the use of an alt. head. The stock head I have to run in limited prep. is very unreliable. It is cast thinner and we can burn a plug out of it in a lap and a half with only 12 degrees of timming. What kind of things do they consider and what kind of information would they want to see if I was to ask for an alternate head?

In my opinion you'd be most likely to get approval for the most similar head from the same engine family, one that was understood to offer no performance advantage and had the same valve sizes. Document the problem and describe the desired alternate. Convince them that you and others have tried reasonably hard to make the existing head work.

I assume that you are talking about the 1600 "Heron head" Ford pushrod engine similar to Formula Ford etc? What alternatives exist?

(I had a street Fiesta eons ago but never took it apart or modified it)

The formula ford head, is allowed, but only in F prod.

I think there was also a CORTINA head that was more like the Fiesta, although somewhat rare, if you find one that could maybe be approved for H prod. There might be some formula ford drivers that have one they would want to sell, the cortina engine is a option for them (I could be wrong), but not the preferred option.

The formula ford head will flow similar to a well ported fiesta head, and being limited prep that wouldn't really follow the idea of the rule set. The vales might not be the exact same size either.
