So , it appears that the MR2 is going to remain in HP . If some one were to build one , how long is it guaranteed to stay in HP ?

I built a couple for ITA , 20 yrs ago. What other ITA car is in HP. ??
None that I know of . Weak ITB cars and the ITC front runners make up HP.
The 115 HP VW 2.0 is in FP. (And belongs there.)
The 120+HP Toy is in HP .

It WAS an ITA car, where it was not competitive. Then it went to ITB years ago, along with much rabble-rabble about how it was going to be an over-dog. Except then it wasn't.

No. Every Honda that's in HP is also classed in ITB.

I wanna say that the CRX was an ITA car about 8 or 10 years ago. They were THE car to have for ITA. There were scads of them on track back in the day. They may be all ITB cars now.....but they used to be ITA cars once upon a time.

The 86-87 CRX/Civic Si's were moved from ITA to ITB about 20 years ago, as they weren't even remotely close to competitive. The 88-91 CRX/Civic DX's have always been ITB cars (like Loshak's HP CRX's). The 88-91 CRX/Civic Si's have been in ITA forever, have always been and continue to be very competitive options in that class, and are all FP cars.
