I've been using my Vinyl Express cutter I got from SignWarehouse.com for at least 12 years. Still going strong. Easily paid for itself in the first few years.

I had a little but efficient Roland Stika for 21 years until I finally got tired of booting to Windows XP, the last place where its drivers would work.

I bought a new cheapo 14" cutter off of ebay for $170 and it's been working fine for me with some quirks. I use an old version of Adobe Illustrator to create numbers, logos (there's a Mazda SVG for example), and things like that and just import the files to the cutter's included Signmaster software to allow for more creativity. Stick with name-brand vinyl rolls like Oracal. All in for less than $250.
